Malaria Consortium is recruiting for a Project Manager  to join our team in  Abuja.

Job purpose

To work with the country office technical team to effectively manage project activities and resources, provide leadership and stewardship to the  project team and maintain collaborative links with the project’s key stakeholders at national and state levels.

Key working relationships

The PSMA Project manager will work with key stakeholders including the Ministry of Health, National Malaria Elimination Programmes NMEP, State Malaria Elimination Programmes (SMEPs), local health authorities, private market vendors, pharmaceutical companies, and National Agency for Food and Drug Administration and Control (NAFDAC) , to manage the rollout and implementation of the  PSMA Project. The position holder will closely work with Innovision, project TA partner, and supervise a project management team in Abuja, along with field teams across six states. S/he would report to the Senior Technical Specialist (STS).

Scope of work

The Project Manager will support the project activities at the national and state levels overseeing implementation to ensure timely delivery of workplans and achievement of set targets and objectives. S/he will liaise with the  (STS) to provide technical and managerial oversight for the project team and ensure activities are carried out according to approved budget and value for money principles.

Key accountabilities

Project management (60%)

  • Manage the project to ensure that all activities are implemented according to plan and milestones are achieved on time and within budget and at the required quality standards.
  • Coordinate the planning and assignment of human resources to the various project components, including training and mobilization of field staff and consultants, and allocation and harmonization of technical assistance.
  • Work with the project team to develop and implement annual work plans.
  • Ensure that project budgets are developed and approved on time.
  • Actively oversee management of project budget, including compliance with established cost categories, monthly review and correction of transaction lists, analysis of monthly budget versus actual reports, and quarterly financial forecasting.
  • Ensure that the project’s research data are collected and recorded accurately and stored in appropriate databases in collaboration with the Research Specialist.
  • Provide supportive supervision to ensure that activities in the field and project sites are carried out according to plan.
  • Coordinate project documentation and archiving of project activities and reports.
  • Build functional relationships among the project’s stakeholders and partners.

Oversee project TA partner inputs and activities to deliver harmonized, aligned and effective outputs.

  • Organise project meetings and staff training programmes when required.
  • Responsible for line management of the project’s Research Specialist, Finance Officer and Admin Officer.
  • Manage risks to Malaria Consortium including financial, reputation and security in a challenging environment.
  • Participate in relevant Malaria Consortium’s activities and work on issues and tasks assigned by the line manager.

Technical performance management and quality assurance (30%)

  • Take the lead in ensuring that the roll-out of project service delivery activities meet international standard of quality.
  • Work with the project TAs along with STS and SCTC to ensure project deliverables using the Country Technical Quality Assurance System as a guide to assure the quality of the work.
  • Contribute to the development and production of dissemination documents to allow wider sharing of Malaria Consortium’s experiences, lessons and successes.
  • Oversee monitoring and evaluation of project performance against workplan.
  • Keep abreast of evidence and best practices that are related to the project.

Representation (10%)

  • Represent Malaria Consortium at state level meetings related to the project and keep key stakeholders abreast of project implementation.
  • Participate in national level meetings and workshops as appropriate with the STS’s support.
  • Liaise regularly with the STS, keeping the relevant Country Office Technical Team in loop of communication.

Person specification

*Qualifications and experience:

Essential

  • Postgraduate or Master’s degree in Public Health, Health Policy, Epidemiology or another relevant specialty is a minimum requirement.
  • Extensive project management experience in health-related fields in developing countries on a donor-funded project.
  • Proven ability to lead diverse teams and manage complex stakeholder relationships involving government agencies, private sector partners, and international organizations.
  • Excellent written and spoken English.

Desirable

  • Experience in malaria programme implementation.
  • Previous experience in  in the private sector, particularly in malaria commodities.
  • Experience in conducting market analyses, preferably within the health sector, demonstrating an understanding of the process and its impact.
  • Advanced proficiency in Microsoft office Suite.

Work-based skills and competencies:

Essential

  • Proof of strong interpersonal and negotiating skills
  • Excellent report writing and presentation skills are also needed
  • Understanding of public health issues in West and Central Africa
  • Ability to manage and prioritise high workload and multiple tasks in a fast paced environment with
  • tight deadlines solving problems.

This is a fixed-term contract for 16 months.
