The Vacancy
Malaria Consortium is recruiting for a Senior Supply Chain Officer: Health Systems to join our team in Abuja
The job purpose is to support to the procurement, supply chain management and quality assurance of malaria commodities to be procured and utilized under the MC SMC programme with oversight from the Health System Supply Chain Manager.
Key working relationships
The Health Systems Senior Supply Chain Officer will be a member of the Country Technical Team, led by the Senior Country Technical Coordinator. S/he will report to the HSSCM, work with other technical team members and work with the SMC project team in delivering programme work plan on health commodity related procurement and management in line with the project direction. He may also be assigned to manage other project commodities as deemed fit by the HSSCM.
Key Responsibilities
Project Supply Chain (National) (70%)
Serves as a focal point for the program team for requests related to SMC commodity logistics issues.
Ensures pharmacovigilance of SPAQ during the seasonal malaria chemoprevention campaign in PF funded states ·
Follows the activities of all suppliers of goods and service providers to ensure quality, timely payment, handling of complaints to mitigate and resolve issues as quickly as possible.
In accordance with the organization's storage manual, produce a monthly inventory report to the Country Commodity Manager on the last day of each month.
Produces reports (monthly, end of campaign and for the donor) of reconciliation of stocks for all inputs, indicating what is purchased, received, distributed and the remainder, to be provided to the Country Commodity Manager and SMC project manager.
Work closely with program team and commodity manager in developing and finalizing RFQs and RFPs for programmatic procurements
Participate in the monitoring of the performance of 3rd Party Logistics company engaged for the management of distribution of health commodities.
Monitor and track the delivery of SMC commodities and escalate any discrepancies in the quantity of commodities delivered and any quality issues.
Support the Country Commodity Manager in the management of all project commodities deployed across the country
Support the Country Commodity Manager in following up issues on IDEC and NAFDAC permits with all the relevant agencies in Nigeria.
Maintaining and regularly updating a commodity procurement database of SMC commodities and other commodities used for programme implementation in Nigeria.
Performs other duties as directed by the Country Commodity Manager, Senior Country Technical Coordinator and SMC Project Director.
System Strengthening (30%)
Facilitate routine monitoring and tracking of health commodity utilization across the states to identify capacity gaps.
Coordinate review meetings for all health commodity procurement reports to provide feedbacks to the project team lead
Routinely participate in the monitoring and supportive supervisory visit to states on the supply chain management of SMC commodities while mentoring the state and GoN staffs on supply chain management
Participate in the training of national and state supply chain staffs on the supply chain management of SMC commodities
Provide regular feedback to the Country Commodity Manager as well as the SMC Project Director on the capacity gaps across the states in the management of project commodities and plans to address the gaps.
Person specification
Qualifications and experience:
Have a master’s degree (MSc) in Pharmacy/ pharmaceutical sciences or a master’s in public health (MPH) or a Master in Business Administration (MBA).
A minimum of 5-7 years’ experience in a related role
Have a degree in Pharmacy or other related qualification
A certification in procurement and supply chain management and or QA of pharmaceuticals will be an added advantage
Experience with logistic management of public health commodities in Nigeria
Experience with engaging vendors like 3PL companies and suppliers of health products is desirable.
Work-based skills and competencies:
Essential
Proven previous experience in Procurement and Supply Chain Management of Malaria commodities
Proven ability to build and maintain collaborative relationship with donors, subcontractors, grantees, and vendors in general
Experience managing a medical supply chain and coordination
Ability to engage with stakeholders like NAFDAC, Customs and NMEP
Good inter-personal, communication and planning skills
Experience managing a medical supply chain and coordination
Committed to organisational mission and values
Proven experience in the international procurement of malaria is desirable
Excellent computer skills in Excel and knowledge and use of database tools
